The Tenant Opportunity to Purchase Act (TOPA) has been a part of the sale process for DC rental properties since 1980. The District government and partners have continued to increase funding and create financing tools to make TOPA purchases possible. Many of us or our clients have worked on TOPA transactions and recognize that it is one of many effective tools that have been used to create and preserve affordable housing for DC residents. TOPA is not a silver bullet to solve the affordable housing crisis, but it is an important part of preventing displacement and has created stability and opportunity for thousands of District residents.
